The engagement of ordinary citizens and stakeholders in decision making is currently receiving much attention and focus. For example, the United Nations is preparing a declaration on community engagement in recognition of how the rights of individuals link with the rights of entire communities.
 
Both the public and private sector have increased demand to involve communities and stakeholders in the development of policies and plans.
 
This is linked to expectations about the need for large organisations to be transparent and accountable in their decision making and to involve those who are impacted by those decisions.
 
A focus on sustainability principles to meet the triple bottom line has also emphasised the need to link with community and stakeholders, particularly with regards to the social and environmental aspects of business.
